在美国科罗拉多州注册成立的 
World Community Exchanges (WCE) 项目是根据第 1.3 节所规定的政府广泛职能而设立的，并依据宪法第 4.18 节和第 4.30 节赋予政府的权力加以实施。其基础和执行还以宪法第 13.16 节所阐述的政府指导原则为指引。
WCE 是 Department of World Service Corps (DoWSC) 的一个项目，与 Department of Distributive Justice (DoDJ)、Department of Economic and Social Development (DoESD) 和 Department of Cultural Diversity and the Arts (DoCDA) 合作实施。
